The proceeding eight years involved war with Iraq that claimed the lives of many and left countless casualties. In 1998, Muhammad Khatami became the president. His reign creates a gap between a moderate liberalization and a state seeking a reform of a very traditional clergy. Poor conditions worsen in Iran while its relationship with terrorism continued to wear away foreign assistance (Arjomand, 2008).
In 2000, Iran held the Majlis elections, adopted new press law that banned the publication of 16 activists' newspapers and inaugurated their sixth parliament. President Khatami was re-elected in 2001 and 2002 Russian technicians began the construction of Iran's first nuclear reactor in Bushehr in spite of strong objections from the United States. 2003 witnessed students' protests in establishing the clerical rule in Tehran along with nuclear pursuit, award to one of the lawyers for human rights and an earthquake that killed 40,000people. In 2005, Mahmoud Ahmadinejad defeated former president Akbar Hashemi Rafsanjani by a run-off vote in the presidential elections. The United States continue their fight in nuclear and sanctions activities and in 2007 Iran experienced a diplomatic stand –off after detaining fifteen British sailors in a waterway linking Iran and Iraq (www.bbc.com).
