FACTS AND EXPLANATIONS Establishing safe nurse patient ratios is a requirement to provide safe care to patients. Nurses requested the help of legislation or elected official of state and federal level to set a safe nurse patient ratio, according to the patients acuity. Each unit requires a specific classification or patient acuity system. This is what is meant by minimum staffing ratio. This ratio is proven to provide safe quality care to patients. Most California nurses, bedside nurses as well as managers, believe that mandated nurse patient ratio through legislation achieved its goals of reducing nurse workloads, improving recruitment and retention of nurses and having a favorable impact on quality of care (Donaldson, et.al 2005). According to Jane Norman, CQ Health Beat Associate Editor, (2010) a major new study by University of Pennsylvania researchers found that a California law mandating minimum nurse-to-patient ratios reduced patient deaths and allowed nurses to give more attention to their patients. As stated by Malinda Markowitz, co-president of the California Nurses Association and National Nurses (2010) in AMN healthcare news, SAFE STAFFING, SAVE LIVES.
